The Regulation on the voting procedure was breached; and the meeting of the National Coordination Council for National HIV/AIDS Control and Prevention Programmes discussed subjects that were not previously agreed. We do not know what’s next, but there are too many risks.
The Global Fund to Fight AIDS, TB and Malaria might reject this decision, because it is different than the expected one. We do not know how will the National HIV/AIDS Prevention and Control Programme be applied. We are disappointed that the opinion of the civil society was not taken into account, and it is most important. We want to ask the NCC Chairperson (r.n. - Ruxanda Glavan, Minister of Health) to answer our questions addressed in a letter a few days ago. We are going to write other letters, including to the Global Fund, because we realise that there is little time left, and the Minister has too much ambition, but we will go forward. This arbitral decision is known now to all CIS states and Europe. We are deeply disappointed with what is happening.

We speak up, but unfortunately, the authorities do not hear us. However, we are not going to give up.
Our only concern is that the last week NCC decision threw us backwards in what regards HIV prevention and control in the country. There is a precedent that the opinion of the civil society does not matter. Authorities may make decisions without consulting us. We are afraid that all democratic ideas promoted by the authorities remain on paper only and are just formal. I have a feeling that we are going back to the Soviet Union times, when nobody’s opinion mattered.
