Opinion on the exclusion by the National HIV/AIDS, STIs and TB Control and Prevention Programmes Coordination Council of the Principle Recipient (main implementer) of behalf of the nongovernmental organizations from the HIV/AIDS area from Moldova from the resource management process of The Global Fund to Fight AIDS, TB and Malaria.

I believe this is a huge mistake because worldwide, and in European countries, the participation of associations of people affected by HIV/AIDS, service providers, and non-governmental organizations that provide socio-medical services to these people is critical. Why? Because one cannot implement successful projects to reduce the rate of infected-affected persons without their equal contribution to the process.
Moreover, the exclusion of the NGOs from this process decreases the impact of future projects because HIV/AIDS is first, a social problem, and then, a medical problem. The relevant NGOs participated actively in infection control; they know very well the ‘ins and outs’ of the problem, know what exactly the affected persons need, because not only the persons but their families too are in need of assistance, have a know-how in prevention. They are the direct link with the affected persons; they know very well the trend change, including at family level. This decision directly decreases the impact of these services.
In circumstances when Non-Governmental Organisations were removed from the negotiation process, by violating the procedure and limiting their access to the decision-making process in the country grant application, what should we, mere citizens, understand: what is it that the State wants?
I think it is a procedural error, because the NGOs should be part of the negotiation process. These organisations are not involved in political activities, but provide services. Only NGOs know the trends and their impact on these people and necessary preventive directions.
Does the State have the capacity to provide good services as the relevant NGOs, including Centre PAS?
The State has the capacity to implement certain activities in the sector and in a specific field. We will witness rather a medicalization of projects. More emphasise will be given to the access to treatment and the social programs will be excluded, but HIV/AIDS is a social disease, first of all, because it affects different social categories, not necessarily the infected persons only, but their families too, and the prevention is an absolutely social matter, in general.
Centre PAS is an efficient institution that criticized frequently all the governments, especially the health policies and perhaps the Government felt threatened by the strong advocacy of the centre and decided to exclude it somehow. I think that the Government and the Ministry of Health should revise their positions, otherwise the implementation of HIV/AIDS projects could be compromised.
Let’s see the reaction of international partners in this regard. It would be advisable for the responsible authorities to backup and find a compromise with the NGOs, since Centre PAS has the capacity to implement projects in this field, and the State’s expertise cannot compete with that of the organisations with foreign specialists and experts, which implement successful models. We do have good doctors, but we are not the best in preventing HIV/AIDS.
What are the risks?
The partners might refuse to cooperate. Also, the projects risk to be implemented only in limited areas and only for medical reasons. These projects could have a very little impact due to the exclusion of Non-Governmental Organisations specialised in service provisions, policy development, awareness campaigns, etc.
Should we fear an increased HIV rate, as in Russia, for instance?
I hope this does not happen. I do hope the Government becomes wiser, because the HIV/AIDS area should not be subjected to such risks due to ambitions and frustrations. It is an apolitical field and it requires consensus and desire to stop and intervene efficiently to prevent the disease. We will discuss this subject matter with the Health Committee in the Parliament.
