Center for Health Policies and Studies (PAS Center) is a Moldovan independent, non-profit and apolitical organization that implements “TB Regional EECA Project (TB-REP) on Strengthening Health Systems for Effective TB and DR-TB Control” Program financed by Global Fund to Fight AIDS, Tuberculosis and Malaria (Grant: QMZ-T-PAS). Within mentioned Program, PAS Center intends to contract a company to provide event organizer services for implementing TB control activities in Azerbaijan.

The Contractor will organize the following events:

		Training room	for at least 12 persons, with the following commodities: internet, Wi-Fi, Projector, projector screen and laptop

		2 lunch (1 lunch per day)	For 12 persons
		development of training materials	Agenda, Presentations, pre and post-test, stationary (pen, note book, folders), list of participants for registration and badges, certificate of attendance, at least 4 GB flash card (with all training materials in it) All materials will not exceed 50 papers format A4, paper 80g/m2, clamps.
		Trainer	Must be expert on NGO related law and legislation, experience working with CSO and decision makers
2 days training for Azerbaijan non-government organization members	24-25 January 2017	Location	Baku, Azerbaijan
		Training room	for at least 12 persons, with the following commodities: internet, Wi-Fi, Projector, projector screen and laptop
		4 coffee breaks (2 coffe breack per day)	For 12 persons
		2 lunch (1 lunch per day)	For 12 persons

		Trainer	Trainer must have good knowledge on Advocacy, ability and skills to conduct advocacy subject, working experience with NGO representatives
2 Joint meetings with stakeholders from Ministries of Health and Social Protection, state TB service providers and representatives for introduction of Multidisciplinary Approaches for enlarging the outpatient care for TB patients	17-18 January 2017	Location	Baku, Azerbaijan
		Meeting room	for at least 15 persons, with the following commodities: Projector, projector screen and laptop

		Stationary	Power point Presentation, pen and note book. The company shall ensures that power point presentation is done in proper and planned manner.
One day conference to present the results and findings of KAP survey	24 February 2017	Location	Baku, Azertbaijan
		Conference room	for at least 40 persons, with the following commodities: internet, Wi-Fi, Projector, projector screen and laptop, microphones.
		1 coffee break with different type of snacks	For 40 persons
		printing the survey materials and stationary	Presentation on survey findings, printing the results of the survey (max20 page, 50 copies format A4, paper 80g/m2, clamps), stationary (pen, note book, folders), list of participants for registration and badges, certificate of attendance, at least 4 GB flash card flash card (with all training materials in it). The company shall ensure that the power point presentation on survey findings is prepared by the survey consultant and ready at least 15 days prior to the event.
Round table discussion for presenting the findings to NTP and NGOs. (Multi Disciplinary Team-MDT)	17 February 2017	Location	Research Institute for Lung diseases, Baku Azerbaijan

You are invited to submit your price quotation(s) for the services mentioned above.

The company should be able to perform the entire assignment.

The contract will be awarded to the firm offering the lowest evaluated price and that correspond to the following requirements:

At least four years’ experience in organizing of events on Azerbaijan market.
Financial capacity: Annual financial turnover for 2015 of at least USD 50,000;

The deadline for receipt of your quotation (s) by the PAS Center at the addressed indicated in paragraph 3: December 12, 2016, 6 PM o’clock, Moldova local time. Late quotations will be rejected.

Your quotation in English should be accompanied by the following documents:

Company profile were being indicated experience in the requested field;
Proof of the minimum requirement of the financial turnover;
“Copy of the Certificate or the Legal Decision that demonstrates the company is registered as a legal entity in the country of origin;
Copy from Extract from the Commercial Register with information about inter alia the manager(s), legal address, name of the owners;
Copy from the License issued by the Chamber of Licensing (if applicable).

The evaluation of the price quotations will be conducted through shopping procedures set out in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, July 2014, Para. 3.5 “Shopping”.

Your quotation should be submitted as per the following instructions and in accordance with the attached Price Quotation Form.

Please fill in and sign the attached Price Quotation Form and return them to the PAS Center including all the documents require in paragraph 5.

(i) PRICES: Prices can be quoted in any World Bank member country currency, but no more than three currencies.

(ii) EVALUATION OF QUOTATIONS: Offers determined to be substantially responsive to the requirements will be evaluated by comparing their prices converting the price to USD based on the selling exchange rate offered by the “National Bank of Moldova” (as published by the bank on http://bnm.md/md/official_exchange_rates) on the date specified in Paragraph 4 of this invitation to quote.

In evaluating the quotations, the PAS Center will determine for each bid the evaluated price by adjusting the price quotation by making any correction for any arithmetical errors as follows:

(a) where there is a discrepancy between amounts in figures and in words, the amount in words will govern;

(b) where is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern;

(iii) AWARD OF PURCHASE ORDER: The award will be made to the bidder offering the lowest evaluated price and that meets the required standards of technical and financial capabilities.

(iv) VALIDITY OF THE OFFER: Your quotation(s) should be valid for a period of forty-five (45) days from the deadline for receipt of quotation(s) indicated in Paragraph 4 of this Invitation to Quote.

The Bidder is expected to examine all instructions, forms, terms, and requirements in the Invitation to Quote. Failure to furnish all information or documentation required by the Invitation to Quote may result in the rejection of the quote.

A prospective bidder requiring any clarification of the Invitation to Quote shall contact the PAS Center in writing at the PAS Center’s address specified in the Paragraph 8. The PAS Center will respond in writing to any request for clarification, if such request is received no later than three (3) calendar days prior to the deadline for receiving of quotes.

At any time prior to the deadline for receiving of quotes, the PAS Center may amend the Invitation to Quote by issuing addendum. Any addendum issued shall be part of the Invitation to Quote and shall be communicated in writing to all who have obtained the Invitation to Quote directly from the PAS Center.

The bidder shall bear all costs associated with the preparation and submission of its quote, and the PAS Center shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

The PAS Center reserves the right to accept or reject any quote, and to annul the bidding process and reject all quotes at any time prior to contract award, without thereby incurring any liability to bidders.
