No dialogue has been initiated so far, which worries us even more. It is important to know whether these programmes are sustainable, because the financing through one single Recipient assumes it will not be so.

Opinion on the exclusion by the National HIV/AIDS, STIs and TB Control and Prevention Programmes Coordination Council of the Principle Recipient (main implementer) of behalf of the nongovernmental organizations from the HIV/AIDS area from Moldova from the resource management process of The Global Fund to Fight AIDS, TB and Malaria
The situation is unclear, because the exclusion scenario was not discussed prior to the meeting of the National Coordination Council for National HIV/AIDS Control and Prevention Programmes. The civil society found about this decision during the meeting. This scenario was not discussed with us earlier, as the Regulation stipulates. The civil society has to be involved actively and thoroughly in the decision-making process. Already a week has passed, but there is no reaction from the NCC Chairperson (r.n. - Ruxanda Glavan) or UCIMP.
We would like to know more about this new scenario and its implementation procedure. How will the UCIMP, subordinated to the State, distribute the financial resources as Single Recipient? No dialogue has been initiated so far, which worries us even more. It is important to know whether these programmes are sustainable, because the financing through one single Recipient assumes it will not be so.
During the last grant awarded to Moldova, we made efforts to procure the tests and treatments on behalf of the State. We would like to know how these actions will be sustained further. We, the civil society, have many questions, but no answers so far.
It is difficult to estimate future risks. No risk assessment for the programmes supported by a single recipient has been conducted. I talked earlier to my colleagues and we decided to send a letter to the NCC Chairperson, asking for a repeated Council meeting and voting. We have tried to initiate a dialogue with the NCC members, but to no avail.
This situation creates a precedent. In the future, the civil society might be limited in the decision-making process and it is going to be heard only when convenient. Also, we will have less transparent and democratic processes. I am not referring only to the funding risks of the NGOs, but also the financing of the National HIV/AIDS Control and Prevention programme. I refer to the fact that we might lose the funding for services provided to persons at risk.
