Last week meeting was not transparent. Its agenda included subjects that haven’t been previously discussed, and hence, could not be subject to voting. Further, the opinion of civil society was not taken into account during the voting procedure. Respectively, we do not know how the grants offered will be applied further. We ask NCC to revise the Regulation on the NCC Activity and Voting Procedures, because one week later we have no idea what is going on. The National HIV/AIDS Control and Prevention Programme Coordinator has not scheduled a meeting to discuss the possible improvements or, a solution. It is very difficult for us to make future prognosis on what can happen.
Even if a solution is found, its application will be delayed, and the services can be temporarily suspended. Hence, the HIV incidence might grow in communities. It means newly infected persons included in the treatment. It has a major risk for all activities, because prevention is key in HIV control. According to the application deadline, we have to request the extension of the grant on Monday, but I do not know what will happen. May be some things are happening already, but there is no transparency and the opinion of the civil society was not requested. These decisions should be made based on the interests of the community.
